SPECIAL TOWN MEETING

 

 

 

            The electors and those persons eligible to vote in town meetings of the Town of Thomaston, Connecticut, are hereby WARNED AND NOTIFIED that a Special Town Meeting will be held in the Town Hall, in the Lena Morton Gallery, 158 Main Street, Thomaston, Connecticut, on Wednesday, September 30, 2026, at 6:00 p.m. for the following purposes:

 

 

ITEM 1.  As recommended by the Board of Finance and the Board of Selectmen, to APPROPRIATE a sum not to exceed $269,673.00, composed of $56,072.00 from Contingency; $34,591.00 from Insurance; $21,463.00 from Social Security; and $157,547.00 from Fringe Benefits, and to TRANSFER those funds as follows: $22,251.00 to Town Hall Operations & Maintenance; $34,749.00 to Snow & Ice Removal; $34,572.00 to Education; $89,674.00 to Education; and $88,427.00 to Education, and to authorize the First Selectman and Board of Selectmen to take all actions and execute all documents necessary or convenient for those purposes.

 

ITEM 2. As recommended by the Board of Finance and Board of Selectmen, to consider and act on a proposed agreement with PKF O’Connor Davies Accountants and Advisors for Phase 1 “Overspend Identification and Root Cause Analysis” of a financial review of the Fiscal Year 2025-2026 Education Budget and expenditures, to APPROPRIATE a sum not to exceed $31,625.00 for payment thereof, and to authorize the First Selectman and Board of Selectmen to take all actions and execute all documents necessary or convenient for those purposes.

 

ITEM 3. As recommended by the Board of Finance and Board of Selectmen, to approve an agreement with Tighe & Bond for engineering an emergency repair to a stone culvert under Elm Street, to APPROPRIATE a sum not to exceed $25,000.00 for payment thereof, and to authorize the First Selectman and Board of Selectmen to execute all documents and take all actions necessary or convenient to carry out those purposes.

 

ITEM 4. As recommended by the Police Commission and the Board of Selectmen, to consider and act on a proposed Ordinance Regulating the Operation of Electric Bicycles, Pedal-Assisted Bicycles, Electric Scooters, Self-Balancing One-Wheeled Devices, and Gas-Powered ATVs And Gas-Powered Bicycles on Town Sidewalks and On Town Property.

 

ITEM 5. As recommended by the Board of Selectmen and the Board of Finance, to consider and act on a Resolution:

(a)   That the Town of Thomaston hereby approves the 48-month lease-purchase of 200 Hewlett Packard (HP) Fortis G1m Chromebook computers due annually in an amount not to exceed $26,364; and

(b)   That the appropriation of the amount of said payment be paid from the Board of Education budget line for fiscal year 2026-2027 for said lease-purchase; and

(c)   That the Town of Thomaston hereby approves the TRAFERA Lease Agreement Number THO062424 lease-purchase agreement with TRAFERA, LLC DBA TRAFERA FINANCIAL SERVICES of St. Paul, Minnesota and authorizes the Board of Selectmen and the Board of Education to enter into said agreement; and

(d)   That the First Selectman and the Chairman of the Board of Education are authorized to execute and deliver said agreement and any other documents and take any action necessary or convenient for said purpose.
